Section C addresses closing an office. 12.5.C.8.b is the section that was cited in placing the PTFs at the foot of the PTF roll. The JCIM probably clarifies it better. Management and Union both agreed to continue negotiations past the contractual deadline by defining the continued bargaining as an "alternate procedure", to reach an agreement. The Union has been tight-lipped as to any progress, but it's common practice not to release details of ongoing negotiations. We better hope now that they can reach an agreement. By dragging things on for so long, if we went to arbritration now, with the current anti-union sentiment growing stronger, I think we would fare poorly. But that's just my opinion. PTFs who are not members do not know where to turn to find answers to their questions, and are afraid to speak up about abuses because they fear retaliation and retribution from their PMs. As a PTF union member, I have fought the battles for the other PTFs in the offices I hub in. While the non-union scared PTFs continue to be told they are on-call, called in for less than 2 hours when reporting to work, told they can't take sick leave when calling in sick, told they can't fgo on vacation because the PM wants off, can't get paid mileage because they "volunteered" and on and on, none of those things happens to me, because when they have, I have called my rep, who has called the POOM, and it stops. Often they try to pull the same crap on other pTFs in the same office, but they don't try it with me. So, what is the price? Other "cooperative" PTFs get OIC assignments because the POOM kjnows they can be pushed to get the numbers. If they were afraid to speak up as a clerk, then as an OIC they will work through their lunch when the office is closed, stay late to finish reports, and never put any of it on their timecard because they are scared. I think my union dues have been worth every penny. Since Company is responding to how Congress, President,Commission, etc. reply to their requests for help. No hard and fast rule. PTF's that lose routes in their office may stay,may go with routes, may go to another office. Much depends on what size the office is AFTER the DUO. L20's can become L16's or even smaller. An office hit with DUO may keep a few clerks or lose all. Even hearing of offices that will be determined to only need one person, allowing one clerk to stay and PM going. As in offices that don't fit the DUO may have hub PM's. Clerks run office and a PM is responsible to up to five offices. PMR's in our area have been slid into smaller offices for the past year and moreso since the PM job freeze. I think the powers to be in District have realized thats not working for them. There are some excellent PMR's but many of ours have now been replaced with clerks from other offices. /m15011 Sadly I think the Union missed this one. They could have easily adjusted dues to incorporate PTF's into union decades ago. They didn't see the flexible work force being the trend. And PTF's that only work 6-20 hours a week weren't going to join as the dues were the same as a FT member.(why would a PTF pay 2 to 3x more of their wages then a FT member? And knowing they may never get 40hrs) So the unions yes, have fought for PTF's in 200 man hour locations (they were paying dues as they were getting 40 hour weeks plus), the union got their jobs converted to FT. But those PTF's working in little offices didn't seem to get the same representation. And NOW, well . . . the union membership is not PTF's, they are hard to represent as they are in rural locations and hey, lets face it most do not pay union dues either. I told the boss that they must think the customers are totally stupid. This one business gets about 150 first class letters a day, every day with rare exception. So for example on Wednesday he has 28 letters in his box, then Thursday about 300, then Friday back to the normal 150 - crap you don't have to have a brain to figure out what happened! No damn blocking wall will fool these folks! How bout just giving them their mail. After all they are paying extra for the box to allow earlier delivery - not next day delivery! The posted time up for the mail is 1000 hrs. We've made that time probably 6 times in the last year and a half. But we hide first class mail. The carriers have gotten so used to leaving mail, that many of them only check the hot case one time. Once they leave, and we finish working all of the first class mail, we bundle it up and hide it until the clipboard people leave. The clipboard people are 3 different postmasters from outlying, small cities that get paid an enormous amount of money to come to our area and check up on our station managers. But they're in on the game and they ignore it because of all the extra mileage etc, that they are being paid. They just like not having to hang around the place that they are getting big level salary to be in charge of. Sometimes our UBBM mail is just thrown away without going through it. This again, because we haven't the time or manpower. You see, this is what the public needs to know is going on. The other clerk waited on customers and mgmt sat and talked on the phone. No other clerks were even on the clock!! The clerk that was waiting on customers went to get change and mgmt said no one was available to get change. After I got waited on, went to my truck got my change bag and made change so they could keep on waiting on customers. Just AMAZING, have more sympathy for those out front that want to do there jobs but aren't given the support to do it!! Everyone has heard rumors of a new category of employees, employees who are known as newly hired, and a two tier pay scale. USPS refers to these employees as new hire's, or NCA (Non-Career Appointments), but clearly they are simply casuals in disguise. Yes, if this proposal is adopted, we will see a dramatic increase in the number of casuals. (This proposal would allow 20% of mail processing to be staffed by casuals). Per installation and per district. This will more than double the number of casuals and will result in excessing of career employees from mail processing. These newly hired employees will have no incentive to belong to a Union because when they won't have access to the grievance procedure? Nor will they pay union dues. Discussions are centered around: No wage increases in 2010, 2011 and perhaps 2012. And a freeze on COLA's for at least 2 yrs. USPS and APWU have agreed in principal to maintain our no lay-off clause. The USPS is projected to lose over $8 billion this fiscal year so the chances of the Federal Government and OPM giving the Postal Service a refund is slim at best. OPM claims that it's not legally allowed to refund this money, and the Feds don't want to add to the over-whelming federal deficit by giving a refund. Postmaster General, Patrick Donahue is focusing on early retirements and a reduction in force; elimination of 7500 administrators (EAS), as well as closing 2000 postal facilities nationwide. 2011 is shaping up to be quite a challenge for postal workers and our families. We must unite and fight this struggle together as one. No longer should we be a grievance mill, we must engage our elected officials, solicit support from the public and exercise our shareholders rights as customers and employee of the USPS. Let your voices be heard, keep hope alive! Finally, if we are unable to achieve an agreement with the USPS within the next several weeks, it would be to our advantage to proceed to arbitration expeditiously. As the USPS would benefit more by delay tactics in order to give congress the opportunity to pass legislation, that would be harmful to APWU and its members. (Arbitrator's must consider the financial condition of USPS when rendering their decision. At Wichita, we have over 1,000 employees. Only about 350 of these are careers, and the rest are TEs. And yes, the TEs can be union members. I think over half of our TEs are members. The dues they pay are only about half what careers pay. Small offices with less than 9 routes within 10 miles of a bigger office and a clerk have tagets on their back. The PO plans on trying to move these offices routes and their clerk to larger offices then placing a PMR in their place.Now its ok just to take clerk jobs and give them to people off the street. NAPUS seems to be the PMR creator. Napus is the one who is pushing PMRs to replace clerks in these offices. I used to laugh @ how they'd set up the MysShop as a Catch-22: you fail for WILT, but you want us to read the script for each & every customer, so you create a situation where there is no chance you'll keep the line down. I'm bad @ Mys Shop since I only had to do it @ one office -- I used to half-ass it, but if the line started to build, I knew Ditsy next to me would follow the script, so I'd just blast thru customers (who were thrilled to get me anyway!) & get the bodies out. Judging from the constant revisions/additions to our test procedures, it's obvious that SOMEBODY is using the data, and if there was some method of collecting it automatically, you can bet your ass that they'd implement it forthwith--not just to save money, but also to reduce the potential for human error. Moreover, these tests are a regulatory requirement; they're not just some pet project of USPS management. Any major changes would have to be approved by the PRC. Also, I should point out that full-time Statistical Programs techs do a lot more than just the ODIS tests! I'll admit that I'm not particularly eager to go back to scheming mail and working the window every day; still, we do keep pretty busy, and it isn't accurate to say that our "day is over" whenever we finish an ODIS test (or TRACS, or CCCS, or RCCS). ------------------------------------------------------------ From: In limbo Time: 08:49 PM Data Collector-14876-My chief compaint is you are on the rolls in one office but are always gone to another office for these details of "data". Right now, we've got maybe two or three part-time helpers in outlying areas who do the occasional ODIS test for us, but if their postmaster tells us they can't be spared for whatever reason (and this seems to be happening with increasing frequency lately), one of us has to drive out and do it. Not that I mind, really, but it does cost more due to the increased travel time. Though I don't expect a detailed outline of what negotiations revolved around, or the sticking points involved, I think it's not too much to ask for information on: if negotiations were extended, and by how long. If negotiations have failed and arbritration was forth coming, if we were ever close to an agreement, or too far apart. That was after I told him of my concern of the lack of postage due pieces coming from the distribution clerks. I had to remind him that it is part of the job and that perhaps his poom (whom I was on the good side of) could also remind him. This was before click & ship. Several years later, I was in a 16 and I used to check the outgoing click & ships, particularly the ones the RCs picked up. The PM (a real gem, collecting level 20 pay!)asked what I was doing. Revenue protection I said. His reply? "We don't have time for that."! It adds up, a couple of bucks a day X 6 days a week X 35000 offices! It must be horrible now with automation. Hell, most carriers I worked with didn't even know what the additional ounce postage was! To toot my own horn, I did accountables and markup for so long, I seldom had to weigh the piece, I could tell just by the heft if it was 1, 2, 3, even 4 ounces. It costs the USPS more to pay you to do revenue protection that they can collect. You get paid about 50 cents a minute (more if you count benefits). You aren't generating enough revenue to pay the cost of your time. (And then it gets worse. The carrier has to handle the few pennies, or we return the piece, costing the USPS to ship it back.)
