MEMORANDUM OF UNDERSTANDING
NORWICH, NY 13815
ARTICLE VIII
Wash Up Time: All clerks and maintenance employees involved in dirty or toxic work shall be allowed reasonable wash up time.
ARTICLE X
Leave: Annual Leave shall be granted as follows:
1) Employees who earn 13 days annual leave per year shall be granted up to ten (10) days of continuous annual leave during the choice period. The number of days of annual leave not to exceed ten (10), shall be at the option of the employee.
2) Employees who earn 20 or 26 days annual leave per year shall be granted up to fifteen (15) days of continuous annual leave during the choice period. The number of days of annual leave, not to exceed fifteen (15), shall be at the option of the employee.
3) The employee may, at the employees option, request two (2) selections during the choice periods, in units of either 5 or 10 working days, the total not to exceed the ten (10) or fifteen (15) days in 1 & 2 above.
4) The remainder of the employee's annual leave may be granted at other times during the year, as requested by the employee.
The duration of the choice vacation period shall be, starting the week the 1st of June falls in, in addition the week of school Spring/Easter Vacation (Norwich City SchooI Calendar), and the 1st and 2nd weeks of Deer Season in the Southern Zone; also July, August, through the week of the 30th of September.
6) Vacation weeks shall begin on Monday of each week. The vacation week will be Monday through Saturday.
7) The Postmaster shall post a notice indicating the beginning of the new leave year by November 1st of each year.
8) Bidding shall be done by seniority starting January 1 and be completed by February 18.
9) Any employee not ready to select vacation will be passed over. Any employee passed over will be given an opportunity to bid after February 18th, for choice open selections.
10) Two (2) clerks shall be alowed off each week during choice periods.
11) All annua1 leave for choice periods must be submitted on PS 3971, in duplicate.
12) Each employee shall receive a PS 3971 notifying the employee the vacation bid which has been approved or disapproved.
13) A vacation schedule will be posted and a copy given to the steward.
14) Leave a: applications for other than the choice vacation period:
Leave of three (3) days or less, PS 3971 must be submitted three (3) working days in advance of leave starting day.
Leave of more than three days, PS 3971 must be submitted at least two (2) weeks prior to requested starting day of leave.
15) Choice vacation periods, once posted, may not be cancelled by the employee:
When an employee is credited with sufficient annual leave hours to cover scheduled leave;
Without consent of the union and employer.
16) Eligibility for bidding on reposted periods will begin with the employee immediately junior to the employee who has been allowed to cancel a scheduled vacation period. Any employee bidding reposted period shall not extend their choice entitlement period.
17) Action on request for leave, PS 3971, will be acted upon within 3 working days by supervisor or postmaster, in other than choice periods.
18) Policy on Curtailment of Mall: The installation head or his designee will obtain information from local police, fire, arid highway agencies; from pubhc works, County Sheriff Department and the NY State Police, regarding hazardous or dangerous conditions. Upon such review of such information, the installation head will determine when or if postal operation will be curtailed or terminated.
19) All Clerks will receive one (10) minute break each day.
