MEMORANDUM OF UNDERSTANDING

WHITNEY POINT, NY 13862

ANNUAL LEAVE

SECTION I: PRIME TIME

A. The prime time vacation of the year shall start on December 26 and run through the following November 30.

2. NOTIFICATION

A. Management shall notify employees, no later than November I, of the beginning of the new leave year.

B. Solicitation for scheduling prime time vacation shall begin on the second Monday of January and end on the last Monday of February.

C. Scheduled annual leave may be cancelled by notifying Postmaster, in writing, at least fourteen (14) days before inception.

D. Cancelled vacations (full weeks) will be posted for bid within three (3) days and posted for five (5) days and will be awarded immediately to the senior junior bidder.

3. LEAVE GUIDELINES

A. Full weeks of annual shall normally commence on Sunday and end on Saturday, unless the employee makes a special request and the Postmaster approves it.

B. Requests for full weeks will have preference over partial weeks.

C. Maximum amount of clerks granted annual leave during prime periods will be sixteen per cent (16%) of the clerk craft. Percentages will be rounded up to the nearest whole number.

D. First choice requests will be granted for either fifteen (I5) continuous days or two units of five (5) and ten (10) continuous days.

E. Leave granted an employee to attend Union Convention, Military Leave, or jury Duty will not be charged to the employees choice vacation period.

ARTICLE 4

4. ADDITIONAL LEAVE

A. An employee must submit a request for leave in duplicate on form 3971 by no more than 30 days in advance and no less than 5 days of the time requested. Management will give a written reply within three (3) work days of receiving the 3971 as to the granting or denial of the request. If management fails to answer within the three (3) work days, such request shall be considered granted, providing the employee retains a signed copy of the 3971. If management is uncertain about granting the request, they must inform the employee of the status and then inform them to request the time at a later date. Management must retain their copy of the 3971 in case more than one request for the same time is submitted. This will insure the employee denied leave, first consideration in case of situational changes.

B. Exception to the time limits in Part A above may be approved by Management in exceptional cases based on equity, such as anniversaries, weddings, birthdays, illness, death, etc.

C. If an employee submits their request in less than five (5) work days, management need not reply within the three (3) work days. It is the employees responsibility to verify the authorization.

D. All annual leave in excess of 440 hours will be scheduled by end of the month of October. >
